Process of participatory gazetting of a Bee Reserve in Inyonga, Tanzania, including the establishment of a Management Plan
Summary of Project Activities Implemented
In order to lead to the establishment of the Management Plan of Inyonga’s Beekeeping Zone, an inventory of natural resources, activities and potentialities was done. Datas were collected in the literature, during field surveys and during interviews with various stakeholders (beekeepers, District Natural Resources Officer, the trophy hunting company working on the Beekeeping Zone and partners of the project TAWIRI and ICRAF), and participatory negociations with stakeholders have been done to define management rules.
Goal
Involve Inyonga’s community in the conservation and management of natural resources, and recognize its right to benefit financially from Mlele Forest’s protected area.
Results Expected vs. Results Achieved by Swiss Technical University and by Partner
The inventory of all activities and resources which take place in the present Beekeeping Zone was done. A participatory management plan of this area was established with the collaboration of local communities and other stakeholders, to support the economic development of the local community and avoid conflicts between stakeholders. The main purposes of the management plan were focused on the resolution of conflicts existing between beekeepers and the trophy hunting company, the illegal uses of natural resources and the income which could be received by Inyonga’s community from various activities (beekeeping, ecotourism, trophy hunting.) Moreover, a table of indicators for the monitoring of the project was done.
Validation of Results by Swiss Technical University and by Partner
With this research Miss Weber obtained her diploma at the University of applied Sciences of Western Switzerland (marked 5.2 over 6). The results of her research are currently used by the NGO ADAP to foster the elaboration of the management plan of the Bee Reserve. Both institutions did appreciate very positively the work carried out by Miss Weber.
Sustainability / Outlook
The management plan worked out during this training course guarantees the durability of the activities practised on Beekeeping Zone. Ecologically, not-consumers activities of natural resources were privileged (bee-keeping and ecotourism.) Moreover, participative management supports the appropriation of the project by the community, and guarantees that the actions taken are accepted by future managers. At the economic level, the benefit perceived by the community of Inyonga will come from bee-keeping, ecotourism and hunting activities. This makes it possible not to depend on only one source of income, the bee-keeping, dependent on not-controllable factors such as the climate, and thus ensures a regular income to the community. This Management Plan must
now be signed by Inyonga Beekeepers Association, Tanzania Big Game Safari and the Ministry of Natural Resources and Tourism before being implemented. This will lead to the gazetting of the Beekeeping Zone as a Bee Reserve after a trial period of 3 years.
