Aid effectiveness in Mozambique: Which are the effects of aid dependency and how donors and government coordinate to improve the impact of the official development assistance in Mozambique
According to the World Bank, Mozambique is Africa’s single biggest recipient of international development assistance. Although in the mid-90’s, aid has played a crucial role in the reconstruction phase, the outcome in recent years has been ambiguous. The persistence of highs levels of aid dependency and the constraints encountered by the government to develop further productive and institutional capacity suggest a link between aid and governance.
This research investigates the mechanisms through which intense flows of aid lead to negative impacts on governance and reduced incentives to strengthen national institutions.It is argued that as Mozambique became a highly aid-dependent country, the quality of aid has deteriorated as well as relations with donors. The consequences are reflected in a number of fragmentations and institutional gaps both in the central and sectoral levels. Ultimately, these institutional gaps deepen the aid dependency in a multidimensional manner namely politically, financially and structurally.
