Spatial Planning Teaching Manual for the Crimea
Currently a land-use register is being introduced in the independent Republic of Crimea, Ukraine. An up-to-date combined version of our existing land-register and land-register plan will be produced using GIS. At the same time, the partial privatisation of land is a political issue. In any case it is expected that private investors, including some from abroad, will wish to build in the Ukraine. Therefore preparatory measures need to be introduced, especially procedures and planning instruments which fulfil the requirements emerging from the collaboration of the various participants. Specialists therefore need to be prepared. Consequently it is the intention of the University of Simferopol to establish a Postgraduate Course in Spatial Planning led by Prof. Vladimir A. Bokov.
A pilot course in Simferopol, 1997 - 1999, indicated that tourism plays a central role in the region of Greater Yalta. The contributions of the Swiss partners in the development of competence are to be found in the interdisciplinary fields of tourism planning and cooperative processes of Spatial Planning. A project to implement a Postgraduate Course in Spatial Planning is beeing initiated this Spring under the direction of Prof. Martin Boesch at the University of St. Gallen.
In connection with the support of the Universities of Applied Sciences in their cooperation with Eastern Europe, the SDC (Swiss Agency for Development and Cooperation) is financing a parallel project of the HSR, the objective of which is the transfer of knowledge. This project is being conducted by Prof. Rosmarie Müller-Hotz and Prof. Kurt Gilgen.
The most urgent objective is the building-up of a Postgraduate Course in Spatial Planning at the University of Simferopol. A significant contribution of the HSR (University of Applied Sciences Rapperswil) will be the preparation of fundamentals, which will be necessary for the Crimean partners in order to create their own manuals. To this end, the curricula and teaching aids which are used in Switzerland, need to be adapted to the specific conditions in the Crimea and the Ukraine respectively. This will be realised in collaboration with the future teaching staff of the University of Simferopol. Following initial contact with the Ukrainian Ambassador in Switzerland, we can assume that extensive interests exist in the Ukraine for the establishment of such courses, particularly at the University of Kiev.
