The Management of Palestinian Refugee Camps in Amman, Jordan

The aim of this project is to study the management of Palestinian refugee camps located within the boundaries of the city of Amman in Jordan. More precisely, this research will analyse the “governmentality”, i.e. the rationalities and practices of “government” (or governance) of the camps spaces and their population.

The refugee camps in Amman were established more than 50 years ago following the Israeli-Arab war. The camps were first located on the outskirts of the city but soon became part of it as Amman expanded. However, they remained by definition temporary spaces, managed not by the municipality, but by a Jordan governmental body (the Department of Palestinian Affairs) and an international agency (the United Nations Relief and Works Agency for Palestine Refugees in the Near East). Therefore, this project will examine this complex form of governance and the way it has evolved.

When one thinks about refugee camps, one often sees a cluster of temporary tents established to accommodate the refugees. But, in Amman, quasi-houses have slowly replaced the tents. Nowadays, the camps look more like other neighbourhoods of the city than temporary places. But, are they managed the same way than the “other” neighbourhoods of Amman (despite the fact that it is not the municipality which is in charge of the camps)? This is what we are going to look at by analyzing the practices, techniques and discourses of management of the different actors involved in the management of the camps.

The issue of refugee camps in the Near East is crucial to understand the situation and the upcoming development of the region. The subject has interested researchers in the Near East for a long time and many aspects of the “issue of refugee camps” have already been deeply studied. However, by realizing this research in partnership with the IFPO (Institut Français du Proche-Orient) and its local researchers, while focusing on the last decade (1995-2005) and using the “governmentality approach”, we hope that it will bring a concise and modest new insight at the question. The results of the research will take the form of a master (DEA) thesis written at the post-graduate institute of development studies (IUED) in Geneva.
